According to The Verge, Apple is pressuring the major record labels to disallow streaming services like Spotify to offer a free tier, ahead of its own Beats service relaunch:

Apple’s acquisition of Beats music service last August signaled their possible interest in offering a streaming service of their own to compete with Spotify, Rdio and others… 9to5Mac is reporting some details on their progress:
